Chris and Bill are called upon for their excellent surveillance record to stakeout a lakeside home where a Mafia trial witness is believed to be heading or already hiding. Unlike their earlier _Stakeout_, this time they are accompanied by Gina Garret from the DA's office and her pet rottweiler 'Archie'; their cover, husband and wife with son Bill.

The film opens with a daring escape of a convict imprisoned for killing an FBI agent, then moves on to two Seattle detectives chasing a suspect who gets away, destroying a forklift in the process, these two detectives are reassigned to a stakeout, watching the girlfriend of the escaped federal prisoner. One falls in love with her, the escaped convict eventually catches up to her, with them actually, and in the midst of their getaway, the escaped convict learns that his woman's man is a cop, but...

Number 5, one of a group of experimental military robots, undergoes a sudden transformation after being struck by lightning. He develops self-awareness, consciousness, and a fear of the reprogramming that awaits him back at the factory. With the help of a young woman, Number 5 tries to evade capture and convince his creator that he has truly become alive.
